Gründe

1 Die Beschwerde der Antragstellerin ist zulässig und begründet. Die Revision ist nach § 132 Abs. 2 Nr. 2 VwGO wegen nachträglicher Divergenz zuzulassen.

2 Mit Urteil vom 18. Juli 2013 - BVerwG 4 CN 3.12 - (ZfBR 2013, 675 = DVBl 2013, 1321 = BauR 2013, 1803 = NVwZ 2013, 1413) hat der Senat entschieden, dass die Gemeinden im Rahmen der öffentlichen Bekanntmachung der förmlichen Öffentlichkeitsbeteiligung gemäß § 3 Abs. 2 Satz 2 BauGB verpflichtet sind, die in den vorhandenen Stellungnahmen und Unterlagen behandelten Umweltthemen nach Themenblöcken zusammenzufassen und diese in der Auslegungsbekanntmachung schlagwortartig zu charakterisieren. Ein pauschaler Hinweis auf den Umweltbericht genügt nicht. Von diesem Rechtssatz weicht das Urteil des Verwaltungsgerichtshofs ab. Ihm lässt sich ein Rechtssatz des Inhalts entnehmen, dass nach den Umständen des Einzelfalls ein allgemeiner Hinweis auf den Umweltbericht so wie umweltrelevante Stellungnahmen allgemeiner Art ausreichend sein kann.

3 Die vorläufige Streitwertfestsetzung für das Revisionsverfahren beruht auf § 47 Abs. 1 Satz 1, § 52 Abs. 1 und § 63 Abs. 1 Satz 1 GKG.
