1 Die Revision der Klägerin ist zuzulassen, weil die Rechtssache grundsätzliche Bedeutung im Sinne von § 132 Abs. 2 Nr. 1 VwGO hat. Das Revisionsverfahren erscheint zur Klärung der Frage geeignet, ob und unter welchen Voraussetzungen bei einer Stellenbewirtschaftung, bei der ohne feste Zuordnung von Dienstposten zu Planstellen eine größere Anzahl höherwertiger Dienstposten einer geringeren Anzahl entsprechender Planstellen gegenübersteht (sog. "Topfwirtschaft"), die haushaltsrechtlichen Voraussetzungen für die Übertragung des höherwertigen Amtes vorliegen können und deshalb ein Anspruch auf Zahlung einer Zulage nach § 46 Abs. 1 BBesG in Betracht kommt.
