Gründe

1 Die Beschwerde der Klägerin ist zulässig und begründet. Die Revision ist gemäß § 132 Abs. 2 Nr. 1 VwGO wegen grundsätzlicher Bedeutung der Rechtssache zuzulassen. Sie kann dem Bundesverwaltungsgericht Gelegenheit zur Klärung der Frage geben, ob § 4 Nr. 21 Buchst. a Doppelbuchst. bb UStG mit Blick auf Art. 132 Abs. 1 Buchst. i der Richtlinie 2006/112/EG unter Änderung der bisherigen Rechtsprechung (vgl. Urteil vom 3. Dezember 1976 - BVerwG 7 C 73.75 - Buchholz 401.2 § 4 UStG Nr. 1 S. 2) dahin auszulegen ist, dass auch Maßnahmen der Berufsorientierung Leistungen sein können, die im Sinne dieser Vorschrift "auf einen Beruf ordnungsgemäß vorbereiten".

2 Die Streitwertfestsetzung für das Beschwerdeverfahren beruht auf § 47 Abs. 1 und 3 in Verbindung mit § 52 Abs. 2 GKG; die vorläufige Festsetzung des Streitwerts für das Revisionsverfahren folgt aus § 47 Abs. 1 Satz 1, § 52 Abs. 2, § 63 Abs. 1 Satz 1 GKG.
