1 Die Revision gegen das Urteil des Verwaltungsgerichtshofs Baden-Württemberg vom 4. August 2009 ist nach § 132 Abs. 2 Nr. 1 VwGO wegen grundsätzlicher Bedeutung der Rechtssache zuzulassen.
