Dezember 1999in BEZ 2001 Nr. 15 Das komplette Bauprojekt kann nicht Gegenstand eines Vorentscheides bilden, denn damit würden die Grenzen zum Baubewilligungsverfahren verwischt und das Insti- tut des Vorentscheides in sachwidriger Weise überdehnt. In concreto wurde entschie- den, dass die Zulässigkeit der lärmmässigen Auswirkungen einer Diskothek sowie die Frage nach der dafür notwendigen Pflichtabstellplatzzahl nicht im Rahmen eines Vor- entscheides geprüft werden können. Die hierfür notwendige Beurteilung verlangt nach umfassenden, die Detailprojektierung voraussetzenden Abklärungen und Bewertungen, wozu in diesem Verfahrens stadium der Sachverhalt (Betriebskonzept, -zeiten, Besu- cherkapazitäten etc.) regelmässig noch nicht oder nur in allgemeiner Form bzw. erst lückenhaft bekannt ist.
