On 3 June 1993, the National Council dealt with the Swisslex amendment to the Road Traffic Act and a commission motion on war-economy criminal procedure. It deleted proposed Art. 50a, confirmed the remaining changes, and approved the bill unanimously, sending it to the Council of States. In the same sitting, it accepted and transmitted motion 93.3037 requiring the Federal Council to submit a federal law on war-economy criminal procedure. The Federal Council had indicated it was ready to accept the motion.

Bundesrat Koller: Ich habe als alt Nationalratspräsident Ver- ständnis für Ihr Tempo. Aber ich möchte doch eine kleine Er- klärung zum Artikel 50a, der gestrichen worden ist, abgeben. Sie haben uns eine Motion überreicht, und wir sind bereit, diese Motion anzunehmen. Aber ich muss Ihnen in aller Offen- heit sagen: Dieses Gesetz, das Sie für den Fall solcher kriegs- wirtschaftlicher Massnahmen verlangen, wird bei uns nicht er- ste Priorität haben. Wir haben viel dringlichere Gesetzge- bungsvorlagen als diese; das möchte ich zuhanden des Pro- tokolls ausdrücklich festgehalten haben.

Präsident: Diese Präzisierung hätte man auch noch bei der Behandlung der Kommissionsmotion anbringen können.
