In the winter session of 15 December 1989, the Council of States held final votes on several federal measures. It unanimously approved the bill on cantonal legislative approvals and approved the draft decree on limiting road construction. For the popular initiative for a road-free canton of Jura, Jean-Claude Hennet informed the Federal Chancellery that the initiative committee had withdrawn it by majority decision, so the Federal Council no longer submitted it to the people and cantons. The chamber also approved drafts concerning road-free regions in Murten-Yverdon, Knonauer Amt, and Biel-Solothurn/Zuchwil.
Popular initiative withdrawal; once the initiative committee validly withdraws the initiative by the required majority and the withdrawal is communicated to the Federal Chancellery, the Federal Council must refrain from submitting the initiative to popular vote. Parliamentary final approval of related federal drafts follows by chamber vote; no substantive popular vote occurs for a validly withdrawn initiative.

Le président: A ce sujet, j'ai une information à vous donner. Par lettre du 21 novembre 1989, M. Jean-Claude Hennet a in- formé la Chancellerie fédérale, au nom du Comité d'initiative, que l'initiative populaire fédérale, du 2 juillet 1987, «pour un Canton du Jura libre d'autoroutes» a été retirée par une déci- sion prise à la majorité des membres du Comité d'initiative. Vu
cette déclaration de retrait valable, le Conseil fédéral renonce à soumettre cette initiative au vote du peuple et des cantons.
