On 17 December 1993, the Federal Assembly adopted a constitutional amendment to Article 44 providing that the Confederation facilitates the naturalization of young foreigners raised in Switzerland. The decree also states that the amendment is subject to approval by the people and the cantons. Art. 44 Cst.; facilitated naturalization of young foreigners raised in Switzerland; the Federal Assembly may submit a constitutional amendment for mandatory approval by the people and the cantons. The decree enacts the amendment of Article 44 by adding a federal duty to facilitate naturalization of young foreigners raised in Switzerland and provides for the required popular and cantonal vote.
Arrêté fédéral sur la révision du droit de la nationalité dans la constitution fédérale (Naturalisation facilitée pour les jeunes étrangers)

L'Assemblée fédérale de la Confédération suisse,
vu le message du Conseil fédéral du 28 octobre 19921), arrête:
I
La constitution est modifiée comme suit: .
Art. 44, 3e et 4e al.
3 La Confédération facilite la naturalisation des jeunes étrangers élevés en Suisse. 4 L'actuel 3º alinéa
II
Le présent arrêté est soumis au vote du peuple et des cantons.
