The Federal Assembly adopted a federal decree opening a construction credit of CHF 17,871,000 for the second stage of the federal civil protection training center in Schwarzenburg. The decree was based on Art. 85 no. 10 of the Constitution and the Federal Council's message of 13 November 1991. It further states that the act is not of general applicability and is therefore not subject to referendum.

L'Assemblée fédérale de la Confédération suisse, vu l'article 85, chiffre 10, de la constitution; vu le message du Conseil fédéral du 13 novembre 19911), arrête:
Article premier
Un crédit d'ouvrage de 17 871 000 francs est ouvert pour la construction de la seconde étape du centre d'instruction fédéral de la protection civile à Schwar- zenburg.
Art. 2
Le présent arrêté, qui n'est pas de portée générale, n'est pas soumis au référen- dum.
