The Federal Assembly adopted a federal decree of 13 December 1991 amending Article 18 paragraph 1 of the Constitution so that Swiss citizens remain subject to military service while the law provides for a civilian service. The decree was expressly subjected to the vote of the people and the cantons. The text records the adoption by the National Council and the Council of States and the signatures of their respective presidents and secretaries.
Art. 18 al. 1 Cst.; introduction of civilian service for conscientious objectors by constitutional amendment; the Federal Assembly may propose an amendment to the Constitution and submit it to the mandatory referendum of the people and the cantons. The decree itself defines the revised constitutional text and does not finally regulate implementation, which remains reserved to legislation.

L'Assemblée fédérale de la Confédération suisse, vu le rapport d'une commission du Conseil national du 20 mars 19911); vu l'avis du Conseil fédéral du 8 mai 19912),

L'article 18, 1er alinéa, de la constitution est modifié comme il suit:
Art. 18, 1er al.
1 Chaque Suisse est tenu au service militaire. La loi prévoit l'organisation d'un service civil.
II
Le présent arrêté est soumis au vote du peuple et des cantons.
