Whether the social insurance court in Vaud had territorial competence to hear the appeal
The court lacked ratione loci competence because, at the time of filing, no party was domiciled in Vaud; competence lay with the social insurance court of Fribourg.
Under Art. 58(1) LPGA, competence is determined by the canton of domicile of the insured or another party at the time of filing. Since neither party was domiciled in Vaud, the Vaud court could not hear the case.
