The appellants filed an appeal against the State Council's approval of a zoning plan. Before the Tribunal of the Territory Planning, their counsel notified withdrawal by letter of 21 January 2004. The president held that the proceedings were therefore exhausted, struck the appeal from the docket, and ordered that no taxes or costs be levied.
