The appellants appealed a Department of the Territory decision concerning the general plan of the gallery. At the hearing, they withdrew the appeal. The Tribunal of Planning of the Territory held that the case had become moot and struck the appeal from the docket. It also ordered that no court fees or costs be collected.
Withdrawal of the appeal; mootness: if appellants expressly withdraw their challenge at the hearing, the proceedings lose their object and the court strikes the case from the docket. In such circumstances, absent a contrary basis, no court fees or costs are levied (consid. 1-2).
