The appellant challenged a State Council decision approving a zoning-plan amendment concerning the inventory of buildings outside building zones. On 6 February 2004, through counsel, the appellant withdrew the appeal. The Tribunal of the Planning of the Territory therefore held that the proceedings were exhausted, ordered the case struck from the docket, and decided that no court fees or expenses would be charged.
