The appellant challenged the Council of State’s approval of a municipal zoning plan. Before the Territorial Planning Court decided the appeal, the appellant withdrew it by letter of 20 December 1996. The court held that the case had become moot and ordered the appeal struck from the docket. It further ordered that no court fees or costs be charged.
