preso atto che in data 23 marzo 1999 il ricorrente ha comunicato di ritirare il ricorso;
considerato pertanto che il procedimento è così esaurito;
decreta:
Il ricorso è stralciato dai ruoli.
Non si prelevano né tasse, né spese.
Il ricorrente verserà al municipio di __________ fr. 300.-- a titolo di ripetibili.
