The appellant challenged a decision of the Department of Institutions, Office for Permits and Passports, before the Ticino Administrative Court. On 22 January 1996, counsel informed the court that the appeal was withdrawn. The court held that the proceedings were thereby exhausted, struck the appeal from the docket, and ordered that no court fees or costs be collected.
