The appellant challenged a 4 July 2003 decision of the Ticino Sezione della circolazione before the President of the Pretura penale. Before the appeal was decided, the authority itself asked on 23 July 2003 that its decision be annulled. The court therefore annulled the administrative decision and ordered that no fees or costs be levied.
