A continuous sidewalk across a junction may be an appropriate measure to favor pedestrians, since it grants them priority over motor traffic, increases accessibility, and induces turning vehicles to reduce speed.

Gemäss § 2 Absatz 2 StrG soll bei der Planung und beim Bau von Strassen unter anderem die Verkehrssicherheit berücksichtigt werden. Insbesondere sind die schwächeren Verkehrsteilnehmer zu schützen (vgl. §§ 2 Abs. 2e, 35 und 37 StrG). Mit der durchgehenden Ausgestaltung des Trottoirs im Einmündungsbereich der zu bewilligenden Strasse erhalten die Fussgänger das Vortrittsrecht gegenüber dem motorisierten Verkehr (vgl. Art. 15 Abs. 3 i.V.m. Art. 41 Abs. 2 der Verkehrsregelnverordnung). Die Trottoirüberfahrt bietet den Fussgängern, insbesondere den Behinderten, mehr Komfort und trägt dazu bei, dass die abbiegenden Fahrzeuge ihre Geschwindigkeit reduzieren. Die Trottoirüberfahrt erweist sich im vorliegenden Fall daher für die Bevorzugung der Fussgänger grundsätzlich als zweckmässige Massnahme.
