A student asked to be placed on a special scholarship regime because his university start was delayed by three weeks due to recruit school. The court held that this military-related delay was not a just cause or extraordinary circumstance under the scholarship rules. The request for a special allowance was therefore rejected.

The mere fact of military duty, without further exceptional elements, is insufficient to derogate from the normal pursuit of studies requirement.
