The appellant challenged a decision of the St. Gallen cantonal insurance court before the Federal Supreme Court. Because the appeal was filed after the amended cost regime entered into force, the proceedings were subject to an advance payment requirement. The appellant did not pay the requested CHF 500 within the deadline, even accounting for the statutory suspension of time limits. The court therefore did not enter into the appeal. Consistently with its practice, it ordered that no court costs be charged.

In social insurance disputes, the revised cost regime applies to complaints filed after 30 June 2006. If the court orders an advance of costs and warns of non-entry, failure to pay the advance within the set period leads to non-entry under Art. 150(4) OG. Where non-entry is caused by untimely or absent payment of the advance, judicial costs are ordinarily not imposed as a matter of practice.

In Erwägung,
dass S.________ am 5. Dezember 2006 Verwaltungsgerichtsbeschwerde gegen einen Entscheid des Versicherungsgerichts des Kantons St. Gallen vom 14. November 2006 erhoben hat,
dass das Bundesgesetz über das Bundesgericht vom 17. Juni 2005 (BGG; SR 173.110) am 1. Januar 2007 in Kraft getreten ist (AS 2006 1205, 1243), sich das vorliegende Verfahren indessen noch nach OG richtet, weil der angefochtene Entscheid vorher ergangen ist (Art. 132 Abs. 1 BGG; BGE 132 V 395 E. 1.2),
dass am 1. Juli 2006 die neue Fassung von Art. 134 OG (gemäss Revision des IVG vom 16. Dezember 2005) in Kraft getreten ist, wodurch in Streitigkeiten über Leistungen der Invalidenversicherung die sonst für Beschwerdeverfahren über die Bewilligung oder Verweigerung von Versicherungsleistungen geltende Kostenlosigkeit aufgehoben worden ist,
dass diese Regelung für alle Beschwerden gilt, die nach dem 30. Juni 2006 eingereicht worden sind (Ziff. II lit. c der Änderung vom 16. Dezember 2005), mithin auch für das vorliegende Verfahren,
dass das Verfahren somit kostenpflichtig und grundsätzlich ein Kostenvorschuss zu erheben ist (Art. 150 Abs. 1 OG),
dass die Präsidentin des Eidgenössischen Versicherungsgerichts S.________ mit Verfügung vom 7. Dezember 2006 aufgefordert hat, innert 14 Tagen nach Erhalt dieses Schreibens einen Kostenvorschuss von Fr. 500.- zu bezahlen, und angedroht hat, dass bei Nichtleistung innert der gesetzten Frist aus diesem Grunde auf die Rechtsvorkehr nicht eingetreten werde,
dass die Verfügung S.________ am 8. Dezember 2006 ausgehändigt worden ist,
dass der Kostenvorschuss innert der gesetzten Frist (unter Berücksichtigung des Fristenstillstandes gemäss Art. 34 Abs. 1 OG) nicht bezahlt worden ist,
dass androhungsgemäss nach Art. 150 Abs. 4 OG zu verfahren ist,

dass - obwohl das Verfahren an sich kostenpflichtig ist - praxisgemäss bei Nichteintretensentscheiden zufolge unterbliebener oder verspäteter Leistung des Vorschusses keine Gerichtskosten erhoben werden,

erkennt das Bundesgericht:
1.
Auf die Verwaltungsgerichtsbeschwerde wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien, dem Versicherungsgericht des Kantons St. Gallen, der Ausgleichskasse des Kantons St. Gallen und dem Bundesamt für Sozialversicherungen zugestellt.
