The appellant challenged the Zurich Social Insurance Court’s decision concerning non-employed AVS contributions for 2010. The Federal Supreme Court held that the appeal did not meet the minimum requirements of Art. 42 BGG because it lacked an admissible request and any substantive discussion of the decisive reasons of the lower court. In simplified procedure, the court therefore did not enter into the appeal. It also waived court costs.

A federal appeal must contain conclusions and a concise statement of reasons showing, in relation to the decisive grounds of the challenged decision, in what respect the law was allegedly violated. Where the submission lacks any legally sufficient request or fails to address the reasoning of the lower court, the appeal is manifestly inadmissible and may be disposed of in simplified procedure by a non-entry decision (consid. 1). If non-entry is pronounced in such circumstances, court costs may exceptionally be waived under Art. 66 Abs. 1 second sentence BGG (consid. 2).

in die Beschwerde vom 23. September 2013 (Datum des Poststempels) gegen den Entscheid des Sozialversicherungsgerichts des Kantons Zürich vom 30. August 2013 betreffend Nichterwerbstätigenbeiträge für das Jahr 2010,

in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 und 2 BGG unter anderem die Begehren und deren Begründung zu enthalten hat, wobei in der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt,
dass die Eingabe des Beschwerdeführers diesen gesetzlichen Mindestanforderungen an eine hinreichende Beschwerdebegründung offensichtlich nicht genügt, da ihr weder ein rechtsgenügliches Begehren, noch eine inhaltliche Auseinandersetzung mit den entscheidwesentlichen Erwägungen der Vorinstanz zu entnehmen ist, wonach seine im Jahre 2010 aus Erwerbstätigkeit entrichteten Beiträge den gesetzlichen Mindestbeitrag nach Art. 10 Abs. 1 AHVG nicht erreichten und er deshalb als Nichterwerbstätiger gilt,
dass deshalb im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b und Abs. 2 BGG auf die Beschwerde nicht einzutreten ist und in Anwendung von Art. 66 Abs. 1 zweiter Satz BGG auf die Erhebung von Gerichtskosten verzichtet wird,

erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.

Es werden keine Gerichtskosten erhoben.

3.

Dieses Urteil wird den Parteien, dem Sozialversicherungsgericht des Kantons Zürich und dem Bundesamt für Sozialversicherungen schriftlich mitgeteilt.
