A federal complaint must state the relief sought and, in concise form, explain precisely how the challenged decision violates law. Where the appellant contests findings of fact, it must be shown in a substantiated manner that they are incorrect within the meaning of Art. 97(1) BGG and that the ensuing legal conclusions are unlawful. If these minimum requirements are not met, the Court may decline to enter in simplified proceedings. Under Art. 66(1) second sentence BGG, costs may exceptionally be waived even where the filing contains improper language.

Beschwerde gegen den Entscheid des Verwaltungsgerichts des Kantons Zürich vom 3. September 2008.

Nach Einsicht
in die Beschwerde vom 15. Oktober 2008 (Poststempel) gegen den Entscheid des Verwaltungsgerichts des Kantons Zürich vom 3. September 2008, VB.2008.00336, worin unter anderem das Gesuch von S.________ um unentgeltlichen Rechtsbeistand abgelehnt und die Ablehnung des identischen Gesuchs im Verfahren vor dem Bezirksrat Zürich bestätigt wurde,
in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 und 2 BGG unter anderem die Begehren und deren Begründung zu enthalten hat, wobei in der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt,
dass die Beschwerde diesen inhaltlichen Mindestanforderungen nicht genügt, da den Ausführungen nicht hinreichend entnommen werden kann, inwiefern die Sachverhaltsfeststellung im Sinne von Art. 97 Abs. 1 BGG - soweit überhaupt beanstandet - unzutreffend und die darauf beruhenden Erwägungen - insbesondere zur Frage der Aussichtslosigkeit der Beschwerde - rechtsfehlerhaft sein sollen,
dass folglich im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG auf die Beschwerde nicht einzutreten ist,
dass trotz der teils vorhandenen Ungebührlichkeiten in der Beschwerdeschrift in Anwendung von Art. 66 Abs. 1 Satz 2 BGG auf die Erhebung von Gerichtskosten verzichtet wird,

erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Es werden keine Gerichtskosten erhoben.

3.
Dieses Urteil wird den Parteien und dem Bundesamt für Sozialversicherungen schriftlich mitgeteilt.
