Under Art. 69(1bis) IVG, cantonal IV appeal proceedings are subject to costs, while the allocation of costs is governed by cantonal law. Section 31(2) VRPG/AG generally follows the rule of success and defeat and allows costs to be imposed on authorities only in cases of serious procedural defects or arbitrary decisions. Those exceptions were not met here, and a merely insufficiently reasoned decision does not amount to arbitrariness if the outcome is sustainable.
