qu'il se justifie en appliquant l'art. 66 al. 2 LTF de statuer sans frais judiciaires,
par ces motifs, le Juge unique ordonne:

La cause est radiée du rôle par suite de retrait du recours.

Il n'est pas perçu de frais judiciaires.
3.
La présente ordonnance est communiquée aux parties et au Tribunal cantonal de la République et canton de Neuchâtel, Cour de droit public.
