The Federal Supreme Court held that, because conversion had been refused, the appellant had no legally protected interest in challenging the decision. It therefore declared the complaint inadmissible under the summary procedure of Art. 108 BGG. In view of the circumstances, the court exceptionally waived the imposition of costs.
Art. 81 Abs. 1 lit. b BGG; Art. 108 BGG; admissibility of a complaint requires a legally protected interest in the annulment or modification of the challenged decision. Where the lower court has refused the conversion of a customs fine into substitute imprisonment, the complainant lacks standing to attack that refusal. In such circumstances, the Federal Supreme Court may issue a non-entry decision in summary procedure under Art. 108 BGG; costs may exceptionally be waived (consid. 1-2).

Der Präsident zieht in Erwägung:

Nachdem darauf verzichtet wurde, die Zollbusse in eine Freiheitsstrafe umzuwandeln (angefochtener Entscheid S. 3 E. 2b), hat der Beschwerdeführer kein Interesse im Sinne von Art. 81 Abs. 1 lit. b BGG an der Aufhebung oder Änderung des angefochtenen Entscheids. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.
2.
Ausnahmsweise kann auf eine Kostenauflage verzichtet werden.
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Kosten erhoben.
3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Thurgau schriftlich mitgeteilt.
