Beschwerde gegen den Entscheid der Anklagekammer des Kantons St. Gallen vom 27. September 2011.
Der Einzelrichter zieht in Erwägung:

Im angefochtenen Entscheid trat die Vorinstanz auf ein kantonales Rechtsmittel nicht ein, weil keine beschwerdefähige Verfügung der Staatsanwaltschaft vorlag, der Beschwerdeführer vielmehr nur "die Erteilung einer Rüge und die Anweisung auf Gewährung einer Ratenzahlung für die Bezahlung von offenen Geldstrafen, Bussen und Kosten" verlangt hatte (angefochtener Entscheid S. 4). Was daran willkürlich und rechtsmissbräuchlich sein könnte, ergibt sich aus der Beschwerde nicht. Der Hinweis auf die kantonale Prozessordnung geht von vornherein fehl, weil die Vorinstanz sich auf die Schweizerische Strafprozessordnung stützt. Dass sie dies zu Unrecht getan hätte, behauptet der Beschwerdeführer nicht.
Die Vorinstanz hat das Gesuch des Beschwerdeführers um unentgeltliche Rechtspflege abgewiesen und ihm die Kosten auferlegt, dabei jedoch seine schlechte finanzielle Lage berücksichtigt (angefochtener Entscheid S. 4). Was daran gegen das Recht im Sinne von Art. 95 BGG verstossen könnte, ergibt sich aus der Beschwerde nicht. Dass früher angeblich auf Kosten verzichtet worden sein soll, ist jedenfalls unerheblich.
Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
