Der Einzelrichter zieht in Erwägung:

In der Beschwerde vom 8. August 2009 machte der Beschwerdeführer geltend, für einen eventuellen Kostenvorschuss komme er nicht auf, da er sich "für die Interessen der Öffentlichkeit einsetze" (act. 1 S. 7). Gemäss Art. 62 Abs. 1 BGG hat indessen grundsätzlich jede Partei einen Kostenvorschuss in der Höhe der mutmasslichen Gerichtskosten zu leisten. Besondere Gründe, die es rechtfertigten, auf einen Kostenvorschuss zu verzichten, liegen im vorliegenden Fall nicht vor. Der Beschwerdeführer wurde deshalb mit Verfügung vom 11. August 2009 aufgefordert, dem Bundesgericht spätestens am 11. September 2009 einen Kostenvorschuss von Fr. 1'000.-- einzuzahlen. Mit Schreiben vom 11. September 2009 teilte er sinngemäss mit, ein Gericht, welches sich "aus Landesverrätern zusammensetzt", verdiene keinen Kostenvorschuss (act. 6). Weil der Kostenvorschuss innert Frist nicht einging, wurde dem Beschwerdeführer mit Verfügung vom 14. September 2009 die im Gesetz vorgesehene Nachfrist bis zum 5. Oktober 2009 angesetzt, um den Kostenvorschuss zu bezahlen, ansonsten auf das Rechtsmittel nicht eingetreten werde. Mit Schreiben vom 5. Oktober 2009 beharrte der Beschwerdeführer auf dem Standpunkt, dass jemand, der sich für die Öffentlichkeit einsetze, keinen Kostenvorschuss bezahlen müsse (act. 9). Diese Auffassung ist angesichts des klaren Wortlauts von Art. 62 Abs. 1 BGG unrichtig. Da der Kostenvorschuss auch innert der Nachfrist nicht einging, ist auf die Beschwerde androhungsgemäss im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Der trölerischen Art der Prozessführung ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 1'000.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
