The appellant challenged a decision of the St. Gallen administrative court concerning execution of earlier judgments and community service. The Federal Supreme Court had ordered an advance on costs of CHF 2,000 and granted a statutory grace period after non-payment. The appellant then sought a further extension, stating only that he would have the money by 5 December 2007. The President held that no comprehensible reason justified a further extension, refused to enter into the request, and—because the advance still had not been paid—declared the appeal inadmissible under the warning given. Court costs of CHF 800 were charged to the appellant.

Der Präsident zieht in Erwägung:

Der Beschwerdeführer wurde mit Verfügung vom 4. Oktober 2007 aufgefordert, dem Bundesgericht spätestens am 25. Oktober 2007 einen Kostenvorschuss von Fr. 2'000.-- einzuzahlen (act. 4). Weil der Kostenvorschuss innert Frist nicht einging, wurde dem Beschwerdeführer mit Verfügung vom 5. November 2007 die in Art. 62 Abs. 3 BGG vorgeschriebene Nachfrist zur Vorschussleistung bis zum 23. November 2007 angesetzt mit der Androhung, bei Nichtleistung trete das Bundesgericht auf das Rechtsmittel nicht ein (act. 8). Mit am 23. November 2007 der Post übergebenem Schreiben ersucht der Beschwerdeführer um eine Fristerstreckung bis mindestens 5. Dezember 2007, weil er "erst zu diesem Zeitpunkt über die Fr. 2'000.-- verfügen werde" (act. 9). Mangels nachvollziehbarer Begründung ist indessen kein Grund erkennbar, aus welchem das Gesuch um Ansetzung einer weiteren Nachfrist bewilligt werden könnte. Auf das Gesuch ist deshalb nicht einzutreten. Da der Beschwerdeführer, dessen Verhalten nur als trölerisch bezeichnet werden kann, den Kostenvorschuss auch innert der Nachfrist nicht geleistet hat, ist auf die Beschwerde im Verfahren nach Art. 108 BGG androhungsgemäss nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).
Demnach erkennt der Präsident:

1.
Auf das Gesuch um Fristerstreckung zur Leistung des Kostenvorschusses wird nicht eingetreten.
2.
Auf die Beschwerde wird nicht eingetreten.
3.
Die Gerichtsgebühr von Fr. 800.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Verwaltungsgericht des Kantons St. Gallen schriftlich mitgeteilt.
