Der Präsident zieht in Erwägung:

Die Beschwerde richtet sich dagegen, dass gegen die Schweizerische Unfallversicherungsanstalt keine Strafuntersuchung eröffnet wurde. Zunächst ist fraglich, ob der Beschwerdeführer zur Beschwerde in Strafsachen überhaupt legitimiert ist (vgl. Art. 81 Abs. 1 BGG). Die Frage muss indessen nicht weiter geprüft werden. Die Strafuntersuchung wurde nicht eröffnet, weil einerseits der Kanton Zürich zur Behandlung der Angelegenheit nicht zuständig war (angefochtener Entscheid S. 2/3 E. 4a), und weil anderseits Meinungsverschiedenheiten über die Entrichtung einer Rente keinen hinreichenden Verdacht zu begründen vermögen, es sei eine strafbare Handlung begangen worden (angefochtener Entscheid S. 3 E. 4b). Mit der Frage der Zuständigkeit des Kantons Zürich befasst sich der Beschwerdeführer nicht, und seine blosse Behauptung, eine "Mafia" habe sich gegen ihn verschworen, genügt den Begründungsanforderungen von Art. 42 Abs. 2 BGG nicht. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Ein unentgeltlicher Anwalt ist schon deshalb nicht zu bestellen, weil die Rechtsbegehren aussichtslos waren (Art. 64 BGG). Der finanziellen Lage des Beschwerdeführers ist durch eine herabgesetzte Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Verbeiständung wird abgewiesen.
3.
Die Gerichtsgebühr von Fr. 500.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird dem Beschwerdeführer, der Oberstaatsanwaltschaft des Kantons Zürich und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
