The Federal Supreme Court dismissed, in summary procedure under Art. 109 BGG, an appeal against a district court order that had refused compensation after discontinuation of criminal proceedings and had imposed a CHF 300 fee. If the Federal Supreme Court waives court costs, an implied request for legal aid becomes moot.

Das Bundesgericht zieht in Erwägung:

Nachdem ein gegen den Beschwerdeführer eingeleitetes Strafverfahren wegen Widerhandlung gegen die Verordnung für die Abfallbewirtschaftung eingestellt worden war, erkannte die Vorinstanz im angefochtenen Entscheid, es werde ihm keine Entschädigung zugesprochen. In Anwendung von Art. 109 Abs. 3 BGG kann auf die Erwägungen der Vorinstanz verwiesen werden (vgl. angefochtenen Entscheid S. 6 - 9). Es ist fraglich, ob die Beschwerde den Begründungsanforderungen von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG genügt. Jedenfalls ist nicht ersichtlich, dass und inwieweit die Verweigerung einer Entschädigung gegen das schweizerische Recht im Sinne von Art. 95 BGG verstossen könnte.
Die Vorinstanz hat dem Beschwerdeführer eine Gerichtsgebühr von Fr. 300.-- auferlegt. Dagegen macht er geltend, er habe nur sein Recht in Anspruch genommen (Beschwerde S. 1). Er ist mit seinem Gesuch um gerichtliche Beurteilung der Entschädigungsfolgen vor der Vorinstanz indessen unterlegen. Aus diesem Grund wurde ihm die Gerichtsgebühr auferlegt. Inwieweit dies gegen das schweizerische Recht im Sinne von Art. 95 BGG verstossen könnte, ergibt sich aus der Beschwerde nicht und ist auch nicht ersichtlich.
Die Beschwerde ist im Verfahren nach Art. 109 BGG abzuweisen, soweit darauf einzutreten ist.

Ausnahmsweise kann auf eine Kostenauflage verzichtet werden. Damit ist das sinngemäss gestellte Gesuch um unentgeltliche Rechtspflege gegenstandslos.
Demnach erkennt das Bundesgericht:

Die Beschwerde wird abgewiesen, soweit darauf einzutreten ist.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien und dem Bezirksgericht Zürich, Einzelrichteramt für Zivil- und Strafsachen, schriftlich mitgeteilt.

The Federal Supreme Court referred to the lower court's reasoning and found no discernible breach of Swiss law under Art. 95 BGG.
