Beschwerde gegen das Urteil des Verwaltungsgerichts des Kantons Zürich, 3. Abteilung, Einzelrichter, vom 11. Januar 2011.

Der Einzelrichter zieht in Erwägung:

Im angefochtenen Entscheid wurde eine kantonale Beschwerde gegen einen Strafantrittsbefehl abgewiesen, soweit darauf einzutreten war. Soweit sich der Beschwerdeführer nicht mit dem angefochtenen Entscheid befasst, ist darauf nicht einzutreten. Im Übrigen genügt die 73 Seiten umfassende Beschwerdeschrift, die nur als querulatorisch bezeichnet werden kann, den minimalen Begründungsanforderungen nicht. So lässt sich zum Beispiel in Bezug auf die Frage der Verjährung mit dem Vorbringen, "gestützt auf die hängigen Verfahren der kriminellen Rechtsbeugungen in allen Verfahren steht fest, dass die Verfügung vom 29.3.2010 verfrüht mit allfälligen Verlustscheinen inszeniert wurden, worauf 5 Jahre Gefängnis gestützt auf die vorerwähnten Strafrechtstatbestände stehen" (Beschwerde S. 17), nicht darlegen, dass der angefochtene Entscheid gegen das schweizerische Recht im Sinne von Art. 95 BGG verstossen könnte. Inwieweit der Beschwerdeführer wegen "schwerstwiegender Folterungen" (Beschwerde S. 62) hafterstehungsunfähig sein könnte, ist ebenfalls nicht ersichtlich. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten. Mit dem Entscheid in der Sache ist das Gesuch um aufschiebende Wirkung gegenstandslos geworden.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Wegen der mutwilligen Prozessführung kommt eine Herabsetzung der Gerichtsgebühr nicht in Betracht (Art. 65 Abs. 2 BGG).
Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und dem Verwaltungsgericht des Kantons Zürich, 3. Abteilung, Einzelrichter, schriftlich mitgeteilt.
