Der Präsident zieht in Erwägung:

Soweit der Beschwerdeführer eine subsidiäre Verfassungsbeschwerde erhebt, ist im Verfahren nach Art. 108 BGG darauf nicht einzutreten. Im Strafrecht können alle kantonalen Entscheide unter denselben Legitimationsvoraussetzungen mit dem ordentlichen Rechtsmittel der Beschwerde in Strafsachen angefochten werden. Es besteht deshalb für die subsidiäre Verfassungsbeschwerde kein Raum (Urteil 6B_38/2007 vom 23. August 2007, E. 3, mit Hinweis auf Seiler/von Werdt/Güngerich, Bundesgerichtsgesetz, Handkommentar, Bern 2007, S. 283 f. und 485 je N 14).

Die Beschwerde richtet sich dagegen, dass ein Verfahren wegen falschen Zeugnisses eingestellt und im angefochtenen Entscheid eine dagegen gerichtete kantonale Beschwerde abgewiesen wurden. Die Legitimationsvoraussetzungen zur Beschwerde in Strafsachen (die gemäss Art. 115 BGG denen der subsidiären Verfassungsbeschwerde entsprechen) ergeben sich aus Art. 81 Abs. 1 BGG. Inwieweit jemand, der durch die Verurteilung einer anderen Person wegen falschen Zeugnisses etwas für ein eigenes Strafverfahren herleiten möchte (vgl. Beschwerde S. 6), ein rechtlich geschütztes Interesse im Sinne von Art. 81 Abs. 1 lit. b BGG an der Aufhebung oder Änderung der Einstellung des Verfahrens wegen falschen Zeugnisses haben könnte, ist nicht ersichtlich (vgl. zur Legitimation allgemein BGE 6B_12/2007 vom 5. Juli 2007, E. 2.3). Dass der Beschwerdeführer "direkt betroffen und belastet" ist (Beschwerde S. 5), genügt nicht. Soweit die Beschwerde im Übrigen die unentgeltliche Prozessführung betrifft (vgl. S. 17/18), nennt sie kein Grundrecht, welches verletzt worden sein könnte, weshalb sie den Begründungsanforderungen von Art. 106 Abs. 2 BGG nicht genügt. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren von vornherein aussichtslos waren. Der finanziellen Lage des Beschwerdeführers ist durch eine herabgesetze Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die subsidiäre Verfassungsbeschwerde und auf die Beschwerde in Strafsachen wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtsgebühr von Fr. 500.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird dem Beschwerdeführer, dem Generalprokurator des Kantons Bern und der Anklagekammer des Obergerichts des Kantons Bern schriftlich mitgeteilt.
