Der Präsident zieht in Erwägung:

Am 24. April 2014 wies das Obergericht des Kantons Bern eine Beschwerde gegen eine Verfügung vom 7. Februar 2014 ab, mit welcher die Regionale Staatsanwaltschaft Berner Jura-Seeland ein Strafverfahren wegen Betrugs, Amtsmissbrauchs und Widerhandlungen gegen das Betäubungsmittelgesetz nicht an die Hand genommen hatte. Die Beschwerdeführerin wäre vor Bundesgericht nur legitimiert, wenn sich der angefochtene Entscheid auf die Beurteilung ihrer Zivilansprüche auswirken könnte (Art. 81 Abs. 1 lit. b Ziff. 5 BGG). Inwieweit diese Voraussetzung erfüllt wäre, ergibt sich aus der Beschwerde nicht, die sich auf unsubstanziierte Kritik am angefochtenen Entscheid und Vorwürfe gegen die Behörden beschränkt. Auf die Beschwerde ist mangels Legitimation der Beschwerdeführerin im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind der Beschwerdeführerin aufzuerlegen (Art. 66 Abs. 1 BGG). Das nachträglich gestellte Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage der Beschwerdeführerin ist bei der Bemessung der Gerichtskosten Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.

Die Gerichtskosten von Fr. 500.-- werden der Beschwerdeführerin auferlegt.

4.

Dieses Urteil wird den Parteien und dem Obergericht des Kantons Bern, Strafabteilung, Beschwerdekammer in Strafsachen, schriftlich mitgeteilt.
