The appellant challenged the Bern cantonal court's refusal to reopen his arson conviction through a third revision request. A complaint must deal specifically with the decisive reasons of the challenged decision and, where constitutionally protected rights or the ECHR are invoked, state in a substantiated manner which legal norms were violated. Mere disagreement with the outcome or arguments that do not engage with the lower court's reasoning are insufficient. In revision matters, the absence of an oral hearing does not in itself constitute a violation where the right to be heard was preserved in writing. Costs may be reduced under Art. 65 Abs. 2 BGG if the appellant's financial situation so warrants; otherwise they are borne by the losing party under Art. 66 Abs. 1 BGG.

Beschwerde gegen den Entscheid des Obergerichts des Kantons Bern, Kassationshof, vom 20. April 2009.

Der Präsident zieht in Erwägung:

Der Beschwerdeführer wurde am 20. Juni 2002 wegen vorsätzlicher Brandstiftung und Betrugsversuchs zum Nachteil einer Versicherung zu 15 Monaten Zuchthaus mit bedingtem Strafvollzug verurteilt. Im angefochtenen Entscheid wurde sein drittes Revisionsgesuch abgewiesen.

Der Beschwerdeführer rügt, dass keine mündliche Verhandlung durchgeführt worden sei. Die Vorinstanz stellt dazu fest, eine solche mündliche Verhandlung finde in einem Revisionsverfahren nur ausnahmsweise statt und das rechtliche Gehör werde auch ohne Durchführung einer mündlichen Verhandlung gewahrt, weil sich der Beschwerdeführer zum gerichtlichen Gutachten und zur abschliessenden Stellungnahme der Generalprokuratur ausführlich habe äussern können (angefochtener Entscheid S. 5/6). Dass die Vorinstanz mit dieser Erwägung gegen das schweizerische Recht im Sinne von Art. 95 BGG oder gegen die EMRK verstossen hätte, wird in der Beschwerde nicht ausgeführt. Sie genügt in diesem Punkt den Begründungsanforderungen von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG nicht.

Die Vorinstanz stützt ihren Entscheid auf ein gerichtliches Gutachten (angefochtener Entscheid S. 8-11). Weder die Vorinstanz noch der gerichtliche Gutachter stellen auf den Umstand ab, dass der Beschwerdeführer zunächst die Aussage verweigert hatte. Soweit er vor Bundesgericht sinngemäss geltend macht, seine Verurteilung beruhe darauf, dass er damals die Aussage verweigert hatte, gehen seine Ausführungen an der Sache vorbei. Zum Gutachten äussert er sich vor Bundesgericht nicht, weshalb die Beschwerde auch in diesem Punkt den Begründungsanforderungen nicht genügt.

Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Der Bescherdeführer stellt kein Gesuch um unentgeltliche Rechtspflege. Er weist indessen auf seine schlechten finanziellen Verhältnisse hin. Diesem Umstand ist bei der Höhe der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

Dieses Urteil wird den Parteien und dem Obergericht des Kantons Bern, Kassationshof, schriftlich mitgeteilt.
