The Federal Supreme Court did not enter into the complainant's filing against the cantonal confirmation of a discontinuance in a boundary-displacement investigation. It also did not entertain his recusal request, because prior participation in another case is not enough to establish bias. An alleged injured person has standing only if a legally protected interest in the annulment or modification of the challenged decision is shown; absent such interest, and where the submission remains appellatory and does not meet the federal reasoning requirements, the complaint is inadmissible. The statutory appeal period cannot be cured by subsequent supplementation. Free legal assistance is denied where the appeal lacks prospects of success; inability to pay must be asserted at least plausibly (consid. 2-3).

Der Präsident zieht in Erwägung:

Soweit der Beschwerdeführer geltend macht, eine mögliche Befangenheit von Bundesrichtern sei "nicht auszuschliessen" (Beschwerde S. 12), ist die Eingabe als Ausstandsbegehren entgegenzunehmen. Auf das Begehren ist indessen nicht einzutreten, weil die Mitwirkung in einem früheren Verfahren auch dann für sich allein keinen Ausstandsgrund darstellt, wenn das Verfahren zu Ungunsten der betroffenen Person ausgegangen ist (Art. 34 Abs. 2 BGG; Urteil 2F_2/2007 vom 25. April 2007 E. 3.2).

Mit Verfügung vom 19. Juli 2006 stellte die Untersuchungsrichterin für das Oberwallis ein auf Anzeige des Beschwerdeführers hin gegen zwei Personen wegen des Verdachts auf Grenzverrückung eröffnetes Strafverfahren ein. Diese Verfügung wurde durch den Strafgerichtshof I des Kantonsgerichts Wallis mit Urteil vom 13. Juni 2007 bestätigt. Entgegen seiner Auffassung (Beschwerde S. 6 oben) ist der Beschwerdeführer als angeblich Geschädigter zur Beschwerde nicht legitimiert, weil er kein rechtlich geschütztes Interesse an der Aufhebung oder Änderung des angefochtenen Entscheids hat (Art. 81 Abs. 1 BGG; BGE 6B_12/2007 vom 5. Juli 2007). Dazu kommt, dass er die Verletzung verfassungsmässiger Rechte und Grundsätze (Willkürverbot, allgemeine Verfahrensgarantien, rechtliches Gehör) sowie Befangenheit geltend macht (Beschwerde S. 1), ohne dass die Beschwerde, die sich in teilweise nicht auf den angefochtenen Entscheid bezogener und auch sonst unzulässiger appellatorischer Kritik erschöpft, den Begründungsanforderungen von Art. 106 Abs. 2 BGG genügt. Dies gilt auch, wenn man die vom Beschwerdeführer erwartete Nachsicht walten lässt. Da die Beschwerdefrist eine gesetzliche Frist ist, kommt auch eine Nachbesserung nicht in Betracht (Art. 47 Abs. 1 BGG). Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um einen unentgeltlichen Rechtsbeistand ist als ein solches um unentgeltliche Rechtspflege im Sinne von Art. 64 BGG entgegenzunehmen. Es ist abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Im Übrigen macht der Beschwerdeführer nicht einmal geltend, er sei bedürftig (Beschwerde S. 2). Folglich kommt eine Reduktion der Gerichtsgebühr nicht in Betracht.
Demnach erkennt der Präsident:

Auf das Ausstandsbegehren wird nicht eingetreten.
2.
Auf die Beschwerde wird nicht eingetreten.
3.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
4.
Die Gerichtsgebühr von Fr. 800.-- wird dem Beschwerdeführer auferlegt.
5.
Dieses Urteil wird dem Beschwerdeführer, der Staatsanwaltschaft des Kantons Wallis und dem Kantonsgericht Wallis, Strafgerichtshof I, schriftlich mitgeteilt.

Whether the request to recuse federal judges should be entertained
The recusal request was not entertained because prior participation in another case is not, by itself, a ground for recusal, even if the prior outcome was adverse.
