A criminal appeal against a Ticino judgment was filed without sufficient reasoning and without attaching the contested decision. The Federal Supreme Court held that the requirements of Art. 42 LTF were plainly not met and declared the appeal inadmissible under the simplified procedure of Art. 108 para. 1(b) LTF. Although costs would ordinarily be imposed on the unsuccessful appellant, the Court exceptionally waived judicial fees.

If these formal requirements are manifestly not met, the Federal Supreme Court may declare the appeal inadmissible in simplified proceedings under art. 108 para. 1 lit. b LTF. Under art. 66 cpv. 1 LTF, costs are normally borne by the unsuccessful party, but the Court may exceptionally waive them.

ricorso contro la sentenza emanata il 18 febbraio 2011 dal Presidente della Pretura penale del Cantone Ticino.
Ritenuto in fatto e considerando in diritto:

Con scritto datato 1° marzo 2011 A.________ si è rivolto al Tribunale federale dichiarando di contestare la sentenza emanata il 18 febbraio 2011 dal Presidente della Pretura penale di Bellinzona e invitando questo Tribunale a "rivisionare la sentenza".

Giusta l'art. 42 cpv. 1 e 2 LTF, l'atto di ricorso deve contenere le conclusioni e i motivi, nei quali occorre indicare perché la decisione impugnata viola il diritto ai sensi degli art. 95 seg. LTF. La parte ricorrente deve inoltre allegare al ricorso una copia della decisione contestata (art. 42 cpv. 3 LTF).

Il ricorso in esame disattende crassamente le esigenze di motivazione poste dalla LTF. L'insorgente infatti non spiega minimamente in che modo e misura la decisione impugnata - peraltro nemmeno allegata al ricorso - violi il diritto. Egli si limita ad affermazioni perentorie senza precisare le sue critiche. Sostiene che, contrariamente a quanto ritenuto in sede cantonale, la sua richiesta era "rilevante abbastanza per chiedere chiarimenti" sui suoi diritti. Simili asserzioni sono tuttavia lungi dal sostanziare una violazione del diritto da parte dell'autorità giudiziaria cantonale.

Poiché manifestamente non motivato in modo sufficiente, il gravame può essere dichiarato inammissibile mediante la procedura semplificata dell'art. 108 cpv. 1 lett. b LTF.
Le spese giudiziarie dovrebbero essere poste a carico del ricorrente soccombente. In via eccezionale, si rinuncia a prelevare le spese di giustizia di questa sede (art. 66 cpv. 1 LTF).
Per questi motivi, il Presidente pronuncia:

Il ricorso è inammissibile
2.
Non si prelevano spese giudiziarie.
3.
Comunicazione alle parti e al Presidente della Pretura penale del Cantone Ticino.
