Das Präsidium zieht in Erwägung:

Der Beschwerdeführer wendet sich dagegen, dass er mit Urteil des Obergerichts des Kantons Zürich vom 15. März 2007 wegen Verletzung von Verkehrsregeln mit Fr. 600.-- gebüsst worden ist. Die 25 Anträge und 42 Seiten umfassende Beschwerde kann nur als querulatorisch (vgl. nur z.B. Anträge 1 und 2) und damit unzulässig im Sinne von Art. 42 Abs. 7 BGG eingestuft werden. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, da die Rechtsbegehren von vornherein aussichtslos waren. Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Die querulatorische Art der Prozessführung ist bei der Bemessung der Gerichtsgebühr zu berücksichtigen (Art. 65 Abs. 2 BGG).

Wie schon in früheren Verfahren (z.B. Urteil 5P.491/2006 vom 4. Dezember 2006) ist der Beschwerdeführer darauf hinzuweisen, dass das Bundesgericht sich vorbehält, allfällige weitere Eingaben in der Art der bisherigen, insbesondere missbräuchliche Revisionsgesuche, ohne Antwort abzulegen.
Demnach erkennt das Präsidium:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtsgebühr von Fr. 1'000.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird dem Beschwerdeführer, der Oberstaatsanwaltschaft des Kantons Zürich und dem Obergericht des Kantons Zürich, I. Strafkammer, schriftlich mitgeteilt.

The appeal was inadmissible and no merits review was entered into.
The filing contained 25 requests and 42 pages and was classified as querulous; under Art. 42(7) BGG it was therefore inadmissible and could be disposed of under Art. 108 BGG.
Whether the appellant was entitled to free legal aid
The request for free legal aid was denied because the appeal was hopeless from the outset.
Since the legal claims had no prospect of success, the requirements of Art. 64 BGG were not met.
Allocation of court costs
Court costs were imposed on the appellant and set at CHF 1,000.
Costs were charged to the losing appellant; the querulous manner of litigation was considered in fixing the fee.
