Der Präsident zieht in Erwägung:

Am 18. Oktober 2009 ereignete sich in St. Gallen ein Verkehrsunfall zwischen dem Beschwerdeführer und einer anderen Fahrzeuglenkerin. Da der Unfallhergang nicht geklärt werden konnte, trat das Untersuchungsrichteramt auf die Strafanzeigen gegen beide Beteiligte mit Verfügung vom 30. November 2009 nicht ein. Auf eine dagegen gerichtete kantonale Beschwerde des Beschwerdeführers trat die Vorinstanz im angefochtenen Entscheid nicht ein. Soweit die Verfügung ihn betreffe, sei er nicht beschwert, da gegen ihn ja kein Strafverfahren eröffnet worden sei. Und soweit die Verfügung die beteiligte Fahrzeuglenkerin betreffe, komme dem Beschwerdeführer keine Parteistellung zu (angefochtener Entscheid S. 3 E. 2).

Da die Vorinstanz aus formellen Gründen auf die Beschwerde nicht eintrat, befasste sie sich materiell mit der Sache nicht. Folglich kann sich auch das Bundesgericht nicht materiell zur Sache äussern. Auf die Beschwerde, die sich auf Ausführungen zum Unfallgeschehen beschränkt, ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Präsidenten der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
