Der Präsident zieht in Erwägung:

Im angefochtenen Entscheid wurde auf einen kantonalen Rekurs nicht eingetreten, weil der Beschwerdeführer ihn nicht in einer § 405 der Strafprozessordnung des Kantons Zürich genügenden Weise begründet hatte. Mit der Frage der Begründungsanforderungen eines kantonalen Rekurses befasst sich der Beschwerdeführer vor Bundesgericht nicht. Vielmehr beschränkt er sich erneut darauf, seine eigene Sichtweise über das Recht auf Nacktsein darzulegen bzw. auszuführen, dass er von einer Vielzahl von Jugendlichen "kaputt" gemacht werde und die Behörden tatenlos zuschauten. Damit genügt die Beschwerde den Begründungsanforderungen von Art. 42 Abs. 2 und Art. 106 Abs. 2 BGG nicht, weshalb darauf im Verfahren nach Art. 108 BGG nicht einzutreten ist.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Er verweist auf seine Arbeitslosigkeit und den Umstand, dass er Sozialhilfe bezieht. Dieser Hinweis kann als Gesuch um unentgeltliche Rechtspflege entgegengenommen werden. Das Gesuch ist indessen in Anwendung von Art. 64 BGG abzuweisen, da die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
