In einer Beschwerde ist unter Bezugnahme auf den angefochtenen Entscheid darzulegen, inwieweit dieser nach Auffassung der Beschwerdeführerin gegen das Recht verstossen soll (Art. 42 Abs. 2 BGG). Dieser Voraussetzung genügt die vorliegende Eingabe nicht. Es werden darin nur allgemeine Vorwürfe gegen Behörden und Gerichte erhoben, da diese angeblich seit 2000 die Angelegenheiten der Beschwerdeführerin nicht bearbeiten, weil dies mit viel Arbeit verbunden und für die Staatsmitarbeiter zu anstrengend wäre (Beschwerde S. 2). Mit solchen pauschalen Beschuldigungen kann sich das Bundesgericht nicht befassen. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.
Die Gerichtskosten sind der Beschwerdeführerin aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Wie schon im Verfahren 6B_1028/2013 kommt wegen der mutwilligen Art der Prozessführung eine Herabsetzung der Gerichtskosten nicht in Betracht.
Auf die Beschwerde wird nicht eingetreten.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
Die Gerichtskosten von Fr. 800.-- werden der Beschwerdeführerin auferlegt.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Glarus, 1. Vizepräsident, schriftlich mitgeteilt.
