The Federal Supreme Court dealt with a constitutional complaint against a cantonal decision on definitive debt enforcement. After the appellant withdrew the complaint, the President of the Second Civil Law Division discontinued the proceedings and struck the case off the docket. The court held that the withdrawal rendered the matter moot. The appellant was ordered to pay a court fee of CHF 200. The refusal of legal aid for lack of prospects is mentioned only as background.

Der Präsident hat nach Einsicht
in die Verfassungsbeschwerde gegen den Entscheid (Z 07 3920 KAS) vom 6. August 2007 des Gerichtspräsidenten 4 des Gerichtskreises VIII Bern-Laupen,
in Erwägung,
dass der Beschwerdeführer (nach sein Gesuch um unentgeltliche Rechtspflege wegen Aussichtslosigkeit abweisender Verfügung vom 22. August 2007) die erwähnte Eingabe mit Schreiben vom 1. September 2007 zurückgezogen hat, die Verfassungsbeschwerde daher durch den Abteilungspräsidenten (Art. 32 Abs. 2 BGG) abzuschreiben ist (Art. 71 BGG i.V.m. Art. 73 BZP) und die Kosten dem Beschwerdeführer aufzuerlegen sind (Art. 71 BGG i.V.m. Art. 5 Abs. 2 BZP, Art. 66 Abs. 1 BGG),
verfügt:

Das Verfahren wird als durch Rückzug der Verfassungsbeschwerde erledigt abgeschrieben.
2.
Die Gerichtsgebühr von Fr. 200.-- wird dem Beschwerdeführer auferlegt.
3.
Diese Verfügung wird den Parteien und dem Gerichtspräsidenten 4 des Gerichtskreises VIII Bern-Laupen schriftlich mitgeteilt.

Whether the constitutional complaint should be struck off after withdrawal
The proceedings were discontinued and struck off because the complaint had been withdrawn.
After the appellant's written withdrawal, there was no longer any need to decide the complaint; the president ordered the case closed under the applicable federal procedural rules.
Who bears the court fee after withdrawal of the complaint
The court fee of CHF 200 was imposed on the appellant.
