The appellant filed a civil appeal against a decision of the Geneva debt-enforcement supervision commission. After the Federal Tribunal ordered an advance on costs and granted an additional non-extendable deadline, the appellant still failed to pay and did not submit timely proof of debit. The President of the Civil Law Division therefore declared the appeal inadmissible and charged the appellant CHF 300 in court costs.

If the appellant neither pays the advance costs within the deadline nor submits in due time proof that the amount has been debited from a postal or bank account, the appeal is not entered into. l'ordonnance de la Présidente de la IIe Cour de droit civil du 14 septembre 2009 fixant au recourant un délai de 10 jours pour effectuer une avance de frais de 700 fr., conformément à l'art. 62 LTF;
l'ordonnance présidentielle du 2 octobre suivant accordant au recourant un délai supplémentaire - non susceptible de prolongation - de 10 jours pour payer l'avance de frais, conformément à l'art. 62 al. 3 LTF;
l'attestation de la Caisse du Tribunal fédéral du 23 octobre 2009.
considérant:
que le recourant n'a pas versé l'avance de frais dans le délai qui lui a été imparti, ni produit en temps utile une attestation établissant que la somme réclamée a été débitée de son compte postal ou bancaire (art. 48 al. 4 LTF);
que, partant, le recours est irrecevable (art. 62 al. 3 LTF);
que l'émolument judiciaire incombe au recourant (art. 66 al. 1 LTF);
que la présente décision est du ressort de la présidente de la cour (art. 108 al. 1 let. a LTF).
par ces motifs, la Présidente prononce:

Le recours est irrecevable.
2.
Les frais judiciaires, arrêtés à 300 fr., sont mis à la charge du recourant.
3.
Le présent arrêt est communiqué aux parties et à la Commission de surveillance des offices des poursuites et des faillites du canton de Genève.
