A debt-enforcement debtor appealed a cantonal supervisory decision rejecting his complaint against a seizure notice. Before the Federal Supreme Court he merely stated that he opposed the decision and asked for an extension of time and legal aid, but he did not set out any legal criticism of the cantonal judgment. The Court held that the appeal did not satisfy the reasoning requirement of Art. 42(2) LTF and was therefore manifestly inadmissible in the simplified procedure. Because the appeal lacked any apparent chance of success, legal aid was refused. Court costs of CHF 500 were charged to the appellant.

The appellant must, in the appeal brief itself, specifically show in what respect the challenged decision violates federal law; a mere declaration of disagreement or a general intent to challenge the judgment is insufficient (consid. 2). Where the appeal is devoid of arguable prospects of success, legal aid is excluded under Art. 64 cpv. 1 LTF. Costs are allocated according to the outcome under Art. 66 cpv. 1 LTF.

che. il 7 settembre 2007 la Camera di esecuzione e fallimenti del Tribunale d'appello del Cantone Ticino, quale autorità di vigilanza, ha respinto un rimedio presentato dall'escusso A.________ contro l'avviso di pignoramento;
che. con ricorso 21 settembre 2007 al Tribunale federale A.________ dichiara di opporsi alla decisione dell'autorità di vigilanza, chiede una proroga del termine e la nomina di un avvocato d'ufficio;
che. con lettera del 21 settembre 2007 il giudice presidente della II Corte di diritto civile ha comunicato all'escusso che il termine ricorsuale è previsto dalla legge e come tale è improrogabile e che compete al ricorrente medesimo incaricare un avvocato (che potrà formulare una motivata domanda di assistenza giudiziaria e gratuito patrocinio);
che. giusta l'art. 42 cpv. 2 LTF (Legge sul Tribunale federale; RS 173.110) nella motivazione del ricorso occorre spiegare perché l'atto impugnato viola il diritto;
che. in concreto il ricorrente si limita a dichiarare di opporsi alla decisione dell'autorità di vigilanza e di volerla impugnare, ma non formula alcuna censura diretta contro la sentenza cantonale;
che. il ricorso manifestamente non motivato in modo sufficiente si rivela quindi inammissibile e può essere deciso dal presidente nella procedura semplificata (art. 108 cpv. 1 lett. b LTF);
che. in queste circostanze appare di primo acchito esclusa, per carenza di probabilità di successo del ricorso, anche la concessione dell'assistenza giudiziaria (art. 64 cpv. 1 LTF);
che le spese giudiziarie seguono la soccombenza (art. 66 cpv. 1 LTF).
Il ricorso è inammissibile.
Le spese giudiziarie di fr. 500.-- sono poste a carico del ricorrente.
Comunicazione alle parti, all'Ufficio di esecuzione e fallimenti di Lugano e alla Camera di esecuzione e fallimenti del Tribunale d'appello del Cantone Ticino, quale autorità di vigilanza.
