The appellant sought federal review of a cantonal supervisory decision in debt-enforcement matters and requested legal aid. Where the complaint is manifestly inadmissible, the president may decline entry in simplified procedure, and legal aid must be refused if the proceeding lacked any prospect of success from the outset (consid. 2-5).

Erwägungen:

Der Beschwerdeführer erhebt beim Bundesgericht Beschwerde in Zivilsachen gegen den Beschluss des Obergerichts des Kantons Zürich, obere kantonale Aufsichtsbehörde in Schuldbetreibungs- und Konkurssachen, vom 15. Juli 2008 und verlangt namentlich die Aufhebung dieses Beschlusses und anderer Beschlüsse und Verfügungen. Zudem ersucht er um unentgeltliche Rechtspflege.

Auf die Beschwerde ist von vornherein nicht einzutreten, soweit sie sich nicht gegen den Beschluss des Obergerichts vom 15. Juli 2008 richtet, stellt doch nur dieser Anfechtungsobjekt der Beschwerde dar (Art. 75 Abs. 1 BGG).

Der Beschwerdeführer setzt sich in seiner Eingabe nicht den Anforderungen von Art. 42 Abs. 2 BGG entsprechend mit den Erwägungen des angefochtenen Beschlusses auseinander und zeigt nicht auf, inwiefern der Beschluss Bundesrecht verletzt. Er begnügt sich vielmehr im Wesentlichen damit, eine Reihe von Gesetzes- und Konventionsbestimmungen zu zitieren, auf den self-executing-Charakter der EMRK und auf ein Urteil des Europäischen Gerichtshofs für Menschenrechte hinzuweisen.

Auf die offensichtlich unzulässige Beschwerde ist somit im vereinfachten Verfahren (Art. 108 Abs. 1 lit. a und b BGG) durch den Präsidenten der Abteilung unter Kostenfolge für den Beschwerdeführer (Art. 66 Abs. 1 BGG) nicht einzutreten.

Das Gesuch um unentgeltliche Rechtspflege ist abzuweisen, da sich die Beschwerde von Anfang an als aussichtslos erwiesen hat (Art. 64 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 1'000.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, II. Zivilkammer, als oberer kantonaler Aufsichtsbehörde in Schuldbetreibungs- und Konkurssachen, schriftlich mitgeteilt.
