Such a remedy may invoke only constitutional rights and must, in a self-contained manner and with reference to the reasoning of the challenged decision, indicate which constitutional guarantees were violated; a merely appellatory or undeveloped submission is insufficient. If these requirements are not met, the court does not enter into the matter. Legal aid is refused when the complaint is manifestly hopeless (consid. 1).

In Erwägung,
dass das Mietgericht Zürich die Klage des Beschwerdeführers auf Herabsetzung des Mietzinses um 35 % vom 15. Mai 2007 bis 30. April 2008 mit Urteil vom 12. Juni 2009 im Betrag von Fr. 116.20 guthiess;
dass der Beschwerdeführer dieses Urteil mit Nichtigkeitsbeschwerde beim Obergericht des Kantons Zürich anfocht, das mit Zirkular-Erledigungsbeschluss vom 29. Juli 2009 das Rechtsmittel abwies, soweit es darauf eintrat;
dass der Beschwerdeführer dem Bundesgericht eine vom 23. August 2009 datierte Eingabe einreichte, aus der sich ergibt, dass er die Entscheide der kantonalen Gerichte mit Beschwerde beim Bundesgericht anfechten will;
dass eine Beschwerde in Zivilsachen im vorliegenden Fall nicht zulässig ist, weil der erforderliche Streitwert von Fr. 15'000.-- (Art. 74 Abs. 1 lit. a BGG) nicht erreicht wird und sich keine Rechtsfrage von grundsätzlicher Bedeutung im Sinne vom Art. 74 Abs. 2 lit. a BGG stellt;
dass die Eingabe des Beschwerdeführers unter diesen Umständen als subsidiäre Verfassungsbeschwerde im Sinne von Art. 113 ff. BGG zu behandeln ist;
dass mit einer solchen Beschwerde ausschliesslich die Verletzung von verfassungsmässigen Rechten gerügt werden kann (Art. 116 BGG);
dass in der Beschwerdeschrift dargelegt werden muss, welche verfassungsmässigen Rechte durch das kantonale Gericht bzw. die kantonalen Gerichte verletzt worden sind, und solche Rügen unter Bezugnahme auf die Erwägungen des angefochtenen Entscheides bzw. der angefochtenen Entscheide zu begründen sind (Art. 42 Abs. 2 und Art. 106 Abs. 2 in Verbindung mit Art. 117 BGG);
dass die Eingabe des Beschwerdeführers vom 23. August 2009 diesen Anforderungen offensichtlich nicht genügt, weshalb auf die Beschwerde mangels hinreichender Begründung nicht einzutreten ist (Art. 108 Abs. 1 lit. b BGG);
dass das Gesuch um Gewährung der unentgeltlichen Rechtspflege samt Rechtsbeistand wegen Aussichtslosigkeit der Beschwerde abzuweisen ist (Art. 64 Abs. 1 BGG);
dass die Gerichtskosten dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 BGG);
erkennt die Präsidentin:

Das Gesuch um Gewährung der unentgeltlichen Rechtspflege samt Rechtsbeistand wird abgewiesen.
2.
Auf die Beschwerde wird nicht eingetreten.
3.
Die Gerichtskosten von Fr. 300.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Zivilkammer, schriftlich mitgeteilt.
