A general request for the recusal of an entire court without case-specific substantiation does not oblige the court to suspend its activity; it may decide the matter notwithstanding the request (consid. 1). A constitutional complaint must set out, in a manner satisfying the statutory reasoning requirement, which constitutional rights were violated and why; failing such substantiation, the Federal Supreme Court does not enter into the complaint. Legal aid is refused where the remedies sought are manifestly devoid of prospects of success. Costs may be imposed on the complainant when the proceedings were unnecessarily caused.

Das Bundesgericht zieht in Erwägung:

X.________ steht mit der Sozialbehörde Y.________ im Streit betreffend Sozialhilfe. Das Verwaltungsgericht des Kantons Zürich wies am 21. Dezember 2006 eine diesbezügliche Beschwerde ab, soweit es darauf eintrat. Ebenso wies es das für das verwaltungsgerichtliche Verfahren gestellte Gesuch um unentgeltliche Rechtspflege ab und auferlegte die Gerichtskosten von Fr. 360.-- X.________. Mit staatsrechtlicher Beschwerde vom 23. Februar 2007 stellt X.________ dem Bundesgericht das Rechtsbegehren, der Entscheid des Verwaltungsgerichts sei zu kassieren. Unter Hinweis auf frühere Eingaben erklärt er, sämtliche Bundesgerichte und dabei selbstverständlich alle Kammern seien weder unabhängig noch unparteiisch, weshalb sie in corpore in Ausstand zu treten hätten.
Wie der Beschwerdeführer aus früheren Verfahren (zuletzt etwa Urteile 2P.253/2007 vom 27. Oktober 2006 und 1P.709/2006 vom 26. Oktober 2006 sowie Beschluss 5P.416/2006 vom 9. Oktober 2006) wissen muss, ist sein Ausstandsbegehren in der Form, wie es gestellt und begründet wird, unzulässig, und es ist darauf, unter Mitwirkung der abgelehnten Richter, nicht einzutreten (BGE 114 Ia 278 E. 1; 105 Ib 301 E. 1c S. 306).
Der Beschwerdeführer erwartet vom Bundesgericht bloss eine Eingangsanzeige sowie ein "Gesuch an die Bundesversammlung". Nachdem das Ausstandsbegehren unzulässig ist, obliegt es dem Bundesgericht, die Angelegenheit zu Ende zu führen.
Der Beschwerdeführer zeigt in keiner Weise auf, inwiefern der Entscheid des Verwaltungsgerichts des Kantons Zürich vom 21. Dezember 2006 gegen verfassungsmässige Rechte verstossen könnte. Auf die staatsrechtliche Beschwerde kann somit in Anwendung von Art. 90 Abs. 1 lit. b OG nicht eingetreten werden.
Das Gesuch um unentgeltliche Rechtspflege ist wegen offensichtlicher Aussichtslosigkeit der Rechtsbegehren abzuweisen (Art. 152 OG). Entsprechend sind die - unnötig verursachten - Kosten dem Beschwerdeführer aufzuerlegen (Art. 156 Abs. 1 und 6 in Verbindung mit Art. 153 und 153a OG).
Das Bundesgericht behält sich vor, weitere Eingaben ähnlicher Art in derselben Angelegenheit ohne förmliche Behandlung abzulegen.

Demnach erkennt das Bundesgericht
im Verfahren nach Art. 36a OG:

Auf das Ausstandsbegehren wird nicht eingetreten.
2.
Auf die staatsrechtliche Beschwerde wird nicht eingetreten.
3.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
4.
Die Gerichtsgebühr von Fr. 1'000.-- wird dem Beschwerdeführer auferlegt.
5.
Dieses Urteil wird dem Beschwerdeführer, der Gemeinde Y.________, dem Bezirksrat Uster und dem Verwaltungsgericht des Kantons Zürich schriftlich mitgeteilt.
