The Federal Supreme Court dealt with a taxpayer's appeal against a cantonal decision that had declared his cantonal appeal inadmissible because the advance on costs had not been paid in time. After being warned that his federal filing did not meet the statutory reasoning requirements and given the opportunity to supplement it, the appellant filed nothing further. The Court held the appeal manifestly insufficiently reasoned and decided the case in summary procedure without exchanging written submissions. The appeal was declared inadmissible and court costs of CHF 200 were imposed on the appellant.

Considérant:
que, par arrêt du 15 juillet 2009, le Président de la Cour fiscale du Tribunal cantonal du canton de Fribourg a déclaré irrecevable, en raison du non-paiement de l'avance de frais dans le délai imparti, le recours interjeté par X.________ contre la décision sur réclamation du Service cantonal des contributions du canton de Fribourg du 23 mars 2009 maintenant la taxation d'office prononcée à son encontre,
que, par acte daté du 12 août et posté le 21 août 2009, X.________ a saisi le Tribunal fédéral d'un recours, par lequel il contestait, en substance, la décision de taxation d'office prononcée à son encontre,
qu'après avoir produit, à la demande du Tribunal fédéral (art. 42 al. 5 LTF), l'arrêt de l'instance précédente, le recourant a été rendu attentif au fait que son acte de recours ne satisfaisait pas aux exigences légales (art. 42 al. 1 et 2 LTF et art. 106 al. 2 LTF), d'une part, et à la possibilité de le compléter dans le délai de recours légal échéant le 14 septembre 2009, d'autre part,
qu'à ce jour, le recourant n'a pas fait parvenir au Tribunal fédéral un mémoire de recours complémentaire répondant aux exigences légales, de sorte que son recours, dont la motivation est manifestement insuffisante (art. 108 al. 1 let. b LTF), est irrecevable et doit être traité selon la procédure simplifiée de l'art. 108 LTF, sans qu'il y ait lieu d'ordonner un échange d'écritures,
que, succombant, le recourant doit supporter les frais judiciaires (art. 66 al. 1 1ère phrase et art. 65 LTF),

par ces motifs, le Président prononce:

Le recours est irrecevable.

Les frais judiciaires, arrêtés à 200 fr., sont mis à la charge du recourant.

3.
Le présent arrêt est communiqué au recourant, au Service cantonal des contributions et au Président de la Cour fiscale du Tribunal cantonal du canton de Fribourg ainsi qu'à l'Administration fédérale des contributions, Division juridique impôt fédéral direct.
