in das Schreiben vom 30. Juni 2009, worin der Beschwerdeführer erklärt, aus finanziellen Gründen nicht in der Lage zu sein, den ihm am 25. Mai 2009 auferlegten Kostenvorschuss von Fr. 2'500.-- zu bezahlen, weshalb er die Beschwerde vom 24. April 2009 zurückziehe,
in Erwägung,
dass das Verfahren gestützt auf Art. 32 Abs. 2 BGG mit Verfügung des Instruktionsrichters bzw. des Abteilungspräsidenten (vgl. Art. 32 Abs. 1 BGG) abgeschrieben werden kann, wobei über die Gerichtskosten zu entscheiden und die Höhe einer (allfälligen) Parteientschädigung zu bestimmen ist (Art. 5 Abs. 2 BZP in Verbindung mit Art. 71 BGG),
dass die Gerichtskosten (Art. 65 BGG) dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 Satz 1 und Abs. 3 BGG) und kein Anspruch auf Parteientschädigung besteht (Art. 68 Abs. 1 und 2 BGG),
verfügt der Präsident:

Das Verfahren wird infolge Rückzugs der Beschwerde abgeschrieben.

Die Gerichtskosten von Fr. 400.-- werden dem Beschwerdeführer auferlegt.
3.
Diese Verfügung wird dem Beschwerdeführer, dem Stadtrat Luzern sowie dem Justiz- und Sicherheitsdepartement und dem Verwaltungsgericht des Kantons Luzern schriftlich mitgeteilt.
