The appellant challenged the cantonal dismissal of his complaint following the discontinuance of a criminal investigation arising from a police intervention. The Federal Supreme Court held that requests going beyond annulment were inadmissible. It also declined to enter into the blanket recusal request against the entire court, finding it abusive and unsubstantiated. The constitutional complaint itself was inadmissible because the appellant did not sufficiently show a violation of constitutional rights. Court costs of CHF 500 were imposed on him.

A constitutional complaint must, in principle, seek annulment only; requests extending beyond that are inadmissible. A general recusal request against the entire court is abusive if it does not specify concrete grounds of bias for each judge. Under Art. 88 OG, standing to complain exists only to the extent of infringement of personal constitutional rights; the appellant must specifically and substantiatedly show such a violation. Mere criticism of the merits of the discontinuance decision is insufficient (consid. 3-5).

Das Bundesgericht zieht in Erwägung:

Mit Schreiben vom 1. Januar 2006 erstattete X.________ der Sache nach gegen den Verantwortlichen eines am 31. Dezember 2005 erfolgten Polizeieinsatzes Strafanzeige wegen Nötigung und Amtsmissbrauchs.
Am 13. Februar 2006 eröffnete die Staatsanwaltschaft des Kantons Graubünden eine Strafuntersuchung, welche jedoch Mitte März 2006 eingestellt wurde.
X.________ rekurrierte gegen diese Einstellungsverfügung. Die Beschwerdekammer des Kantonsgerichts von Graubünden wies indes die Beschwerde mit Entscheid vom 6. Juli 2006 ab, soweit darauf eingetreten wurde.

Gegen diesen ihm am 15. Februar 2007 zugestellten Entscheid führt X.________ mit Eingabe vom 17. März 2007 staatsrechtliche Beschwerde ans Bundesgericht.

Die verschiedenen Begehren, mit denen mehr als nur die Aufhebung des Entscheids vom 6. Juli 2006 verlangt wird, sind von vornherein unzulässig (BGE 129 I 129 E. 1.2.1).

Das mit der Beschwerde gestellte Ausstandsbegehren, mit dem das gesamte Bundesgericht abgelehnt wird, zeigt nicht im Einzelnen auf, inwiefern jedes Gerichtsmitglied befangen sein soll. Es ist daher als missbräuchlich zu erachten, weshalb darauf nicht einzutreten ist (s. BGE 114 Ia 278 E. 1, 105 Ib 301).

Der Beschwerdeführer ist schon wiederholt auf die gesetzlichen Erfordernisse einer staatsrechtlichen Beschwerde (Art. 90 Abs. 1 OG; BGE 131 I 377 E. 4.3 S. 385) aufmerksam gemacht worden.
Soweit er überhaupt nach Art. 88 OG als beschwerdebefugt zu erachten wäre (nämlich einzig in Bezug auf die Frage der allfälligen Verletzung von Parteirechten und nicht in Bezug auf den Einstellungsentscheid selber, vgl. BGE 128 I 218 E. 1.1, 121 I 42 E. 2a mit Hinweisen), legt er namentlich nicht dar, inwiefern er durch den Entscheid des Kantonsgerichts in seinen verfassungsmässigen Rechten verletzt worden sein soll.
Auf die vorliegende staatsrechtliche Beschwerde ist daher nicht einzutreten.

Dem Verfahrensausgang entsprechend sind die bundesgerichtlichen Kosten dem Beschwerdeführer aufzuerlegen sind (Art. 153, 153a und 156 Abs. 1 OG);
Demnach wird im Verfahren
nach Art. 36a OG erkannt:

Auf das Ausstandsbegehren wird nicht eingetreten.
2.
Auf die staatsrechtliche Beschwerde wird nicht eingetreten.
3.
Die Gerichtsgebühr von Fr. 500.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird dem Beschwerdeführer, der Staatsanwaltschaft und dem Kantonsgericht von Graubünden, Beschwerdekammer, schriftlich mitgeteilt.
